  Citizenship is a privilege, not a right, and thus you must actively apply for it as well as continue to earn it throughout your life.

• Must be 18 years old.
• Must have participated in the city for 4 Gorean Months.
• Petitioners are not required to be registered within their Caste but they are required to show excellence in their profession.
• Must be willing to make their pilgrimage to the Sardars by age 25.
• A sponsor must vouch that the person will be an asset to the city.
• Petitioners must take a class at the Academy on Turian History and Geography or show that they have knowledge of both topics.
• The Ubar will interview petitioners
• Reading & understanding the Laws Scroll
• Reading the City Scrolls
